Strictly speaking, dysgraphia is recognized in the schools, but is not given that label for eligibility purposes. Under IDEA, which is the federal special ed statute, it would be called specific learning disability in written expression (or writing skills, or writing fluency). The eligibility process is distinct from the DSM-5 or private psych diagnosis, which must establish a qualifying disability, impediments to effective educational progress, and the need for specialized instruction.
