For the OP, it is probably worth emphasizing that this site tends to attract many with kids much further out and/or with additional exceptions; so, it may not be a great basis for a survey.
We have gifted IEPs in NC, but we didn't do one for DS. A engaged teacher and a school that supports individual learners seems far more powerful. I'd just as soon they do the best they can without one more paper constraint. However, in a resistant environment, I'd want one to hold folks responsible for providing appropriate progress.
I've also seen anecdotes here where an IEP is written as a negative challenge esp. regarding behavior for a student rather than a positive commitment from the school.
