The text seems well written from what I've read of it thus far, as with any GT program / school district though, saying all the right things and painting a good picture is the easy part, actually practicing what that picture paints is where the story usually takes a severe turn for the worse.
If you're like me, you've seen all kinds of educational institutions / state documents that use all the right words and phrases, problem is, they don't practice them most of the time. I can only hope Newfoundland is an exception.
