A reassuring policy document from the Ministry of Education in Newfoundland and Labrador, of all places, reveals that policy makers there do "get" the GT gestalt. The writing is both prescriptive and cautionary, with a sound treatment of gifted underachievement. While not a perfect piece, this teaching guide was a joy to read as a parent. I live in a US state with high poverty, high dropout rates and generally at the wrong end of most lists.
But we have full-time self-contained gifted schooling for the top 2%-3% of students. (Actually the classes are full-time self-contained gifted, but they usually exist within a regular school, typically in a bad part of town.)
I wonder if there is a phenomenon where places with a poor reputation for education try to make up for it with solid gifted programming, whereas places seen as more educated tend to neglect gifted programming.

Nova Scotia is a very cool place to visit with tons of cool stuff to do. I am thinking of taking DD there next year for a camping trip next summer - DW and I used to love it back in the day.
The tides of the Bay of Fundy have to be seen to be believed. Between the two islands (the causeway) there is cool bio-luminescent plankton. There is rock hounding aplenty. Bald Eagles abound, as do edible mushrooms and there are plenty of wild raspberries too if you are lucky.

Typical central Canadian arrogance/ignorance!  100% mea culpa. But the spirit of the post remains...yay Maritimes, especially NL.

If you're interested in rocks, my uncle is a geologist based out of Halifax, and I'm sure he'd be happy to make some recommendations. I loved visiting the Cabot Trail as a girl. End self-hijack.
