Are there any resources on the web that outlines what is taught or expected for a student to know in math for each grade? In particular, 1st to 4th grades.

If you dig around on your school district's website, you might find detailed standards there - or on your state's website. I only mention that because when we've advocated, it's been most helpful to us to be able to directly tie our children's performance to as close to the standards as their schools are measuring by if at all possible, and I have found most of it (for us) to be easily accessible on the web. Our school district's curriculum goals are so specifically spelled out that it's quite honestly painstakingly annoying to go through it all!
