It's hard to know if your son's scores met DYS level. It never hurts to apply and find out. The main thing to remember is that the vast majority of Gifted kids don't meet DYS level. They still have special educational needs that need to be met.
It is a good idea to ask whoever did the testing if extended Norms are a possibility.
Hopefully the testing answered the questions you went in asking. It's probably a good idea to revise your idea that your DS is 'not that bright.' You'll probably have to spend time with a truly heterogeneous grouping of kids to get that picture in a full way.
