I agree with polarbear's thoughtful response. It sounds like your DD may have an LD. You don't have quite enough info to tease out the source of your DD's difficulty.

Re VSL, try some of the techniques and see if they are helpful -- you have nothing to lose. For my dyslexic and dysgraphic child, they were not particularly helpful.

Mini-rant time, I live in the heart of Linda Silverman's sphere of influence and feel like the VSL label is used as an excuse by the schools not to provide extra support that 2e kids may need. If you term something as a difference in learning style instead of a disability, the schools act as if they are absolved of responsibility. Difference in learning style does not merit 504 or IEP protection, disability does.
