If there was a near peer in my daughter's class, it was by sheer accident (there rarely was one.) This year, both my kids are in classes where there are 3-4 kids who are more similar to them in terms of ability. (Can't tell yet if it is a true policy change or just accidental, but it is a big difference from previous years.) It has made a world of difference- suddenly both kids have a crowd of friends and are much more "socially successful" if you want to call it that.
