You cannot judge all public schools as having the same curriculum. My daughter's grade 1 class did research reports. They had to do 2 drafts based on an outline, conference on the second draft and edit and then write a final report. I was shocked at the level of expected competency. Yet, in the same DOE, another parent told me her grade 1 child was tracing letters.
In addition, my daughter's public school starts chess and spanish in K.
Depends on the principal and the parental input. We have a strong PTA.
