I use EPGY with my kids, especially the math, but since it is web-based I feel that I need to be around to supervise. Is there a math program similar to EPGY (that progresses at a rate depending on student performance) that runs on a Windows PC without requiring an Internet connection?

I don't know their ages, but Rusty & Rosy is great for younger students. There is a separate hard drive and the kids are not on the Internet while learning.

Have you tried NetNanny, which allows parents to restrict Internet access? This would allow the kids to study online with restricted access to other sites.
