When everyone has the data, it is very easy to misuse it to gratify power lust or divert attention from misdeeds. On the other hand, putting facts out there makes everyone talk about facts rather than speculate about what the facts are.
MOST of the time, the facts may say something is bad, but usually, a focus on correcting the underlying issues solves the problem. Very rarely are people incapable of changing once they know they are being measured.
