There is a 25-point discrepancy between VCI and PRI. And so much variation in the PRI that it's not a unitary index.
It sounds like they're denying her services based on an FSIQ that's uninterpretable. Hopefully Dottie or another expert can provide more insight. If it were my daughter, I'd fight pretty hard because it seems unjust.

Call a private psychologist who specializes in gifted to review the assessment with you and help draft a response
Have a private psychologist who specializes in gifted children to administer the SBV
Contact the district gifted office followed by the state board of education gifted office
Contact a sympathetic school board member
Address the school board
