If your child's overall score is at the 99.7th percentile, then most likely some scores exceed this percentile, while others may be below. Those exceeding this percentile may qualify your child for DYS.
If the tester believes that anxiety was a factor, resulting in an artificially low score not reflective of your child's true abilities, then that would/should be noted by the tester in the complete report and that complete report provided to DYS as part of the application.
It is my understanding that the
DYS qualifications criteria have been adjusted periodically and that they may now be the lowest and most open threshold ever posted for eligibility.

This
iq comparison chart shows 99.7th percentile to be an iq of about 141 (1 in 192 persons)... as compared with 99.9th percentile beginning with a measurable iq of about 145 (1 in 407 persons)... much more rare.
Only you know your child's scores and how close they are to qualifying. That said, IMO, yes apply... it is much healthier than wondering.
