The Gifted and Talented (GT) program's instructional philosophy is based on the belief that every child has gifts and talents that need to be valued and nurtured. The Gifted and Talented program serves students of all academic levels, including those who have been identified as academically gifted.

I have to say that this jumps off the page to me as sounding like a lottery-type situation. I'd strongly recomend a visit if possible, to see the whole thing in action - terriffic, enthusiastic teachers can make many types of situations work, and this might be better than what you have now, even if it is a lottery.
You know all the questions to ask, and if they let you look at their MAP results and show you how they actually use those results - then you will know exactly what you are dealing with!
