Gifted Issues Discussion homepage Forums Identification, Testing & Assessment test 'norms' - how and why do they vary?

For the testing gurus out there... I came across an article tonight about the Wisc 4 and it inferred that there are different country norms, so that American children are compared with American children, etc. Does this mean that each country has its own norms? Why? How do the norms differ?
