We use Singapore for almost all our science, which I really like but isn't everyone's favorite. We're doing Biology right now but I have Chemistry on the shelf. If we do it at home, then for labs (because the Singapore ones really do require a full school facility) I'm substituting labs from the Illustrated Guide to Home Chemistry Experiments. It's excellent, because it has extensive safety information and disposal instructions for the non-specialist, as well as clear directions for things like making up solutions. Stuff that a chemistry teacher would know already (what goes down the drain, what you can do with stuff so that at least part of it can go down the drain...)
Another possibility is TOPS Science, but I'd say it's only about 2/3 of the way to what I would want. And you have to put it together yourself -- you would need a text as a spine, and then several TOPS books for various labs. Another is Loose in the Lab - again, you'd need a text, and it wouldn't be all of what you could cover, but it might be close enough. Those are the two I use in my camps.
Honestly, I'm hoping to find a school where DS can do chemistry with a full lab. At best, setting up a chemistry lab is expensive and tends to stink up the place... and at worst it can be tremendously dangerous. I can't fault anyone for doing kitchen chemistry instead, but I think the lab experience of the expensive-stinky-dangerous kind is really essential to high school level chemistry.
