Here is a program I just learned of that seems similar to ROTC but incurs a DoD civilian scientist commitment rather than military service.

I wouldn't say that it's very similar to ROTC. Yes, there is a service commitment, but while you're at school, you're not participating in any activities. In fact, all you really have to do to stay in the program is get good grades and don't end up in jail.
