Actually the conclusion is they "found no strong evidence that NCLB's focus on proficiency is shortchanging students at the advanced levels." This is based on more states having a larger percentage of students scoring in the "advanced" range. Having more children score in the advanced range does not necessarily show performance of gifted kids has improved.

P.S. Unfortunately there will probably be a number of decision makers who interpret it just that way. frown
