I spoke to someone in charge of homeschooling in NYC.
They said to me, if he is enrolled in school there will be services available for him, school phychologist who can test him and other services etc. If I homeschool I am on my own.
And homeschooling 1/2 a day is not allowed.
So he kinda turned me off to it.
I assume she meant that NY doesn't allow part time homeschooling (some subjects in PS and some at home). Otherwise you are free to homeschool when and how you feel within your state regulations. You may be required to teach certain number of hours or/and days per year but nobody will make you teach at certain time or even certain number of hours per day.
Lots of states provides special educational services even to homeschoolers, as far as I know NY is one of them.
Tracey, is your son currently at school(K or 1) or did you keep him back?
