Haven't tried to submit a DYS application, so I don't know from experience (others may), but I would think that the new requirements are to avoid disqualifying PG kiddos who have specific strengths, rather than global. I.e., if I were in your position, I wouldn't worry about the achievement being lower, as long as the cognitive qualifies.
