Most 5 year olds I know can read, including the ESL ones but they are already in kindergarden. Some of them could "read" before entering but we are talking simple phonics books.

My general policy is not to raise concerns until the student is in mid 1st grade but if you do see signs of reading-related challenges, it's never too early for intervention.
