That assumes, of course, that every answer is not only correct, but detailed enough for full credit. Did he also have Oral Reading Fluency (which is the other subtest that feeds into the Reading Comprehension and Fluency Composite)? That is unlikely to be as high as pure reading comprehension, which could also have pulled down the composite. (Not sure if you are reporting a RCF composite score, or just the RC subtest.)
