Did an online search and answered my own question the NYC program is nothing like the CA program. It enrolls kids even younger since it seems NYC still has it's Dec 31st cutoff. You can start K if you are 4 yrs & 9 months.. Thus the preK program would start kids at 3 yrs & 9 months. It seems that the preK program already exists but isn't universal. (Available to anyone who wants it.)
And from what I can tell NYC is even more insistent that many other district that a student be in the grade they are assigned by birthday. On the other hand NYC has public gifted magnet schools even for elementary kids. That is if you can manage to get your child in.
