Would you mind posting his subtest scores, or would you be able to tell us if there is variation in the subtest scores for non-verbal? The three subtests commonly give vary in the skills they assess, so (jmo) it's not that clear-cut to say an averaged non-verbal scores automatically means a child will have "x" set of strengths or "x" set of challenges - it usually makes better sense to first see, are the subtest scores roughly the same, or are there variations - and if there are variations, then look at each subtest and think through how that skill matches what you are seeing in real-life behaviors.

I'll also add that my ds took the WISC the first time at 6 and again at 10 - his VCI vs PRI were different by quite a bit on each - but which was higher flipped between 6 and 10 - so you also need to always look at each individual test as just one snapshot at one moment in time, and when you're making an education plan you need to also be sure to look at what you see (through your eyes) as your ds' strengths and interests and needs.
