You're in luck. FL legislature just passed this bill at the end of July.

Each school district sets their own criteria as to what makes a student qualified. Bottom line is his teacher is very very wrong. Contact the school district directly and inquire about the qualification criteria for ACCEL options. If they don't know what you're talking about (my daughter's school had never heard of it) send them the link I posted. Best of luck!
