    Does anyone know the actual WISC rules or how to lead me to them for when to calculate a GAI? I've looked at technical report 4, all about GAI but it doesn't contain the actual specific scatter graph.

    I think this is what you're looking for. Click on 'Technical Report #7: Extended Norms', at the bottom of the list, and you'll get the report as a PDF doc.
