I don't know. It's an interesting question, and Dottie probably has more data points to look at than almost anyone! Perhaps if you are talking about the 160 math kid, then he or she probably has verbal that would make the 145 cut as well. But if you were looking at a kid with, say, 146-148 in math, I wouldn't assume that overall achievement will cross the 145 threshold.
I haven't looked at the scores, but are the DYS cuts for the Explore test at the 99.9%? Actually, now that I think about it, that's probably impossible to say, as you have a very small subset of the population taking the Explore out of level.
In a lot of ways, I think the Explore is better than WJ-III or WIAT, etc... It may not have as high a ceiling, but it has more questions on what it does cover, and the test-taking environment is more consistently applied.
