My DD6 takes the same test at her school and when it was explained to us in Feb. We were told not to worry about the seemingly lack of improvement because her scores only went up 3 or 4 points too because that was still a good deal of improvement. So, I'm not sure what to tell you. I would suggest that you ask her school how these compare to other standardized tests they use in the state. We were told how DD's scores compared to proficiency levels for the CSAP (the Colorado state testing required for no child left behind). And that helped make the numbers mean more (at least a bit more.)
