If they offer and receive consent for testing, and you still live in the district at that time, even though you are about to move elsewhere, then yes, they are usually supposed to do the testing anyway. (Though you do have to allow a reasonable amount of time for it to happen. If you sign consent, and then discover you are moving a week later, it would generally be unreasonable to demand that they complete the testing immediately.) Until you actually move out of district, students are supposed to be treated as if they are staying. After all, neither you nor they know for sure if your plans to stay or go will turn out as planned, or on the projected schedule.
