The dens/packs/troops are only as good as the people involved. Some dens/packs, like GS9's, are really good. They have a lot of stuff going on, with a wide variety to interest all. GS & I have done some short skits at den meetings that the kids really love, but not too many others do them.
Our den's had kids with a variety of abilities - GS & one of his buddies are GT, some are a bit challenged academically; some of the boys are very athletic, some not; one previous member was autistic but verbal. He was the hardest one for the adults but the kids during that year didn't mind.

I think our den & pack is sensitive & caring enough they'd include any kid, regardless of physical ability.

GS9 is a Webelo I this year. He has his heart set on becoming an Eagle Scout eventually.
