Sounds like you are talking about written expression in the language sense, not merely in the handwriting or spelling sense.

Some accommodations along the lines of your brief summary:

-reduced written responses: minimum items sufficient to show mastery of skill and understanding of content. E.g., in content areas (this means science and social studies), short answers rather than full sentences or paragraphs.
-alternative response formats which minimize writing, such as multiple choice, true/false, matching, cloze (fill-in-the-blank) with and without word bank.
-supplementary oral assessment: in particular, follow-up lower-than-expected assessment scores with oral elaborations and clarifications.
