Simply looking at the scores, I'd be suspecting either a learning issue somewhere or spotty LA instruction. However, do you feel that the scores are accurate? Is her writing that much weaker than her reading?

There could be so many reasons why she cored lower than expected. It could be performance anxiety, a bad day, and so on and on.
