The out of district placement sounds like it is identifying high achievers not high IQ students. If your daughter is both that may not be a problem but it also may mean many of the kids on the programme are working to their highest level already and that may effect your child if they are under achieving right now. The cluster option sound like just enrichment if that but at least she wouldn't have to listen to the teacher go over everything 4 times and spend half her life waiting for everyone else to catch up. I admit that from where I am even a once a week pull out would seem wonderful though.
