I have very little experience with this and may be completely off point, but I have a stepson with executive function issues, and time management is a big problem for him. It is actually considered a disability that has to be accommodated in the school system. If this is true here, too, his teacher should be able to work around this for him. They may also have special ways to help him learn how to manage his time a little bit more, which will greatly help him in much more than this area. (Although SS's school's assistance has done little to help him manage his.....)\
