I just read much of the Davidson's book Genius Denied where it explains that highly gifted children are most likely to "fall between the cracks". Paul Fetterman's article Wasted Genius suggests an imbalance of funding. Fetterman mentions that California spends four times as much on migrant students and nine times as much on special needs students. Perhaps with more emphasis on gifted studies, some of those students who benefit may help find solutions to California's resulting financial woes.
