There aren't a ton of free programs out there, but in the interest of putting the ones of which I know all out there in one place, I put together a
quick list. Most of these are for high school students.
My youngest did the Exxon Mobil program last summer and enjoyed it but I suspect that in our region it is easier to get into even if you aren't a more disadvantaged kid b/c there were a number of kids from well off homes there and we are not in an area where there are a lot of minority students. We're not wealthy, but not totally destitute either (I guess depending on the day -- dh has been out of work for a few months at a time depending on the year.)
