If he is struggling, I would have him tested privately. HE knows there's something wrong, and he is making up his own explanations in his mind to explain why he is struggling. The sooner he understands himself, the better. School does not know what he is capable of and he isn't able to show them. A good diagnosis with recommendations can go a long way to bridging that chasm, and finally, you are getting exhausted trying to convince school that ADHD is not the problem. Testing will allow you to argue FOR what he needs, rather than arguing against a misconception.

I love, and echo, MON's post! A private tester who understands about your child's level of giftedness will be able to help you make these important parenting decisions. Even if the school tests, and recognizes the gifted aspect, and offers gradeskips or whatever, you are still going to have to make a parenting decision, and a good private tester is in a much better position to do this than most schools.
