To be perfectly honest, my recommendation would be, rather than attempt to remediate handwriting speed, just to bypass handwriting, since he sounds like he is competent at typing. The school has already approved and provided assistive technology for typed response; I would go with it. Long-term, it's how he'll most likely be generating written products anyway.
