Never heard of anything like that. The only scholarship I know about is National Merit (NMSQT) and at the stage of taking the PSAT it isn't relevant that I know of. It's possible it might matter at the apply for National Merit finalist stage.
IF you look at
http://www.nationalmerit.org/Merit_R&I_Leaflet.pdf which are the instruction for filling out the FINALIST paperwork it does say that college choices can affect the outcome. This is only after getting a good enough score to qualify on the PSAT.
