It sounds like a mild form of Asperger's Syndrome. I have AS myself, and I make eye contact most of the time, however my social skills are awful. I have several friends with AS, one of which has wonderful social skills and eye contact. If it were to be AS, it would be mild, but it still enough for him to be diagnosed.
Asperger's Syndrome can easily be mistaken for high intelligence, it took 14 years for a single person to think differently in my own case.
