I may contact our district GT office; I had to do that for my older child when he took CogAT and the district did hand-scoring only. They wouldn't provide an actual score report, but did give me information in bits and pieces. In my younger child's case, though, the testing was district-wide (annual 3rd grade testing for gifted programming) so they did at least provide formal score reports. They were just missing the actual score, which is so odd to me. They'll provide all the raw score data, and percentiles, but the SAS field is mysteriously blank. His age percentile was 98th, and grade 99th, but I believe the SAS is based on age percentile. I have found a chart online that seems to indicate a range of a few points for 98th. In your case though, if age percentile is 99th, I'd have definitely pushed to know more as well, because it seems 99th can be a much greater range.
