I think it can look that way, but teachers are teaching quite specific skills. LA does spiral in some of the same ways that some math curricula do in that one sees narrative writing most years, just with more requirements.

If you look at the state (or Common Core) standards you'll see what skills are being taught and perhaps be able to assess level. I have found the standards quite helpful as a point of reference.

Personally, based on our experiences, I think being in the right level of LA is as important as for math.
