    It is essential to consider children�s abilities, their achievement, and the grade or
    section in which they can work most satisfactorily. Special attention shall be given to the needs of all students, whether gifted, average, or below average.
    Since our concern is for the growth of each student, regular progress through school is essential"

    Wow, I couldn't have said it better myself, gonna have to make this one into a t-shirt to wear to a few meetings. wink

    of course in later paragraphs the emphasis is on grade promotion being earned and not automatic, but seriously, this is an interesting first paragraph!

    Beautiful quote - I wonder how often it's used in the case of gifted students....

    I was delighted to find it; and after digging a bit more even found the same text in a section under grade skipping, so whoever wrote this did intend it to apply to moving ahead as needed in addition to staying put as needed.
