What the evaluator likely meant by reaching the end of all of the subtests is that she did not trigger discontinue criteria for any of the subtests. This does not necessarily mean that she got every item correct or that she obtained max scaled scores, but it probably does mean that she has some nicely strong skills, and that these may be low estimates of her ability (since a natural ceiling was not reached). How one interprets all of this also depends on how old she is, since it's much easier for children in the upper end of the age range of the test to generate results of this kind. (Which is why the publisher recommends that 6-7 year-olds who are suspected of being above average should receive the WISC instead.)

The norm-referenced scale and index scores are still the best quantitative way to understand her performance, though.
