I am so sorry to hear that you and your DD are having to re-fight this battle, and, from the sound of it, in a venue that should be a joy to her.

As you know, my own expertise is school-centric, but this is certainly as much a civil rights violation as any flouting of IDEA. I wish I could offer you more substantive advice, but you do at least have all my sympathy.
